Community Filibuster to Halt the Operation of the Leavenworth Core Civic Detention Center
Tuesday, March 10, 5:00pm, Leavenworth City Hall
1. Encourage as many people (from everywhere, since they do not limit comment to the jurisdiction) to register for public comment.
2. Then, because waiting around for your number to be called is exhausting, our plan is to essentially function like a restaurant host stand.
3. Once people register to speak, we will ask them to co-register with us. We will collect their contact info, speaker number, as well as how much notice they will need in order to be able to return to City Hall to claim their time.
The goal is 3 fold:
Show the Commission the overwhelming opposition to the Special Use Permit (SUP)!
Allow people to only have to commit a reasonable amount of time to the cause.
Have public comment go so long that the Commission recesses (the City Clerk mentioned this as precedent in Lawrence, since Leavenworth does not have a protocol for such long public comment) until the following meeting. And we continue the same process at the next meeting (every other Tuesday). For as long as we can.
March 10 @ 5pm - Meeting Doors Open
The Commission entrance will open and registration for public comment will begin.
They will ask for your name and address and give you a speaker number. While they do record your address, there are no restrictions on who can speak. Everyone is given 3 minutes at the podium.
You can live ANYWHERE - your voice still matters.
Now come find us!
Once you have your speaker number, come find us (we will make ourselves easy to spot)! We will ask you for your contact information, speaker number, and approximately how much time it will take you to get back to City Hall from where you live.
Now, think of us as your Democracy Concierge. You can resume your evening and we will reach out to you when you should head back to City Hall to give your comment - it could be very late at night, the last meeting went until midnight.
We expect public comment to continue for multiple days and we will keep you informed as to when you are likely to speak.

The hushed conversation around town is that the commissioners do not want to approve this permit - they get it. But that within the permitting codes & process, and lack of city funds, they feel like their hands are legally tied.
We really hope they will let us bail them out of this!
The current Public Comment procedure of the City Commission is to let everyone that signs up, speak. Our expectation is that they will stick to this precedent on 3/10.
